STATUS OF THE PROJECT on the 01.10.08
 
Background information and current activities on site
Lemcon Invest Plc, registered in Kaluga region in August 2007, has made partnership agreements with companies Knight Frank for strategic consulting and brokerage, Salans for legal support and sales deal structure creation, and Assmann for general area design. All companies are currently active with Lemcon I-Park.
 
At the moment Lemcon Invest has finished construction of its on-site offices and started construction of the site infrastructure.
 
The site design works are prepared by Assmann. 40 boreholes 10 m deep (in addition to already made 16 boreholes) are done for soil investigations for I-Park in-site roads construction and future construction of facilities.
 
In November 2007 Lemcon Invest signed investment cooperation agreement with Kaluga region, Babyninskiy district and Vorotynsk settlement. This agreement guarantees delivery of agreed amount of utilities within agreed time schedule and at agreed prices.
 
All infra connections are subject to investment cooperation agreement and regional authorities are committed to provide all necessary support.
 
Electricity supply
Electricity supply agreement with Kalugaenergo for the 1st stage (16 MW) has been signed. Electricity will be supplied from existing 110 kV power line, 2 transformers (16 MW each) will be installed with necessary connections and additional equipment.
 
Design has already been started and some equipment procured. Connection will be ready in March 2009. Substation will be located adjacent to the Lemcon I-Park, across the road, where the land is allocated for this purpose.
 
Additional works to increase capacity up to 100 MW will be started immediately after connection to 16 MW. These works include construction of additional power lines (220 kV) and 2 transformers 250 MW each. The lines and transformers will be used supply electricity to Lemcon I-Park and PSA.
 
Construction works to be started during 2008 and are served by a 250 kW connection until the above mentioned 1st stage of the electricity connection is ready. The mentioned connection for 250 kW has been got.
 
Water supply
Total amount of water supply and water treatment is agreed to be 3500 m3 per day. All necessary facilities (water treatment and sewage) will be located in Rosva near PSA production area. All facilities are designed taking into account necessities of both PSA and Lemcon I-park. Water supply and sewage will consist of 2 separate independent lines. Agreement with Kaluga region Vodocanal was signed on August, 6, 2008.
 
According to the agreement facilities will be ready in the first half of 2009. (FYI: PSA has stricter timetable for construction than Lemcon I-park will really need).
 
Telecommunication
Agreement for design and construction of optical fibre and telephone cable was signed on July, 4, 2008. According to technical conditions the solution is sufficient for practically 2000 independent telephone lines. At the moment design has been accomplished and construction has been started. Further necessary works, i.e. equipment installation will be done according to clients’ real demand.
 
Railroad
Vorotynsk passenger and cargo railway station is located close to the site (about 2 km). It is possible to use it already now.
 
Lemcon Invest with the help of an expert has checked the feasibility of railroad connection and railroad construction to the territory of I-Park. Railroad connection and construction is technically possible. Proposal for detailed design has been received. Design will be started in October, 2008.
 
Gas supply
An existing high pressure gas pipeline is already located near the site. Regional government will improve existing gas substation according to the demands of PSA and Lemcon I-park. The park will have its own distribution network and totally Lemcon I-Park has been guaranteed a minimum supply of 25 million m3 per year. Gas supplying organisation is currently preparing technical task for connection. It will be ready by October, 20, 2008.
 
Companies located at the I-Park
As we became public with the Lemcon I-Park only recently we have not yet had the time to complete any contracts with companies investing in Kaluga. We are in process of negotiating with more than 20 investors from different industry segments, e.g. automotive industry. We have started pre-design stage for some potential clients.
 
Time schedule
Our intention is to start with two construction projects during the year 2008 and have the first plant ready by the beginning of 2010. In case of a standard building the total time needed for permitting, construction and commission is about 20 months. The time needed is naturally depending on the complexity of the buildings and the time of the year when the actual construction works can be started.
